The port still looked a fair bit like that when I was growing up on the westside in the 60's-70's, Navy island had been filled in and the Harbour bridge built but many of the slips were still there. Freighters were much smaller and the smallest berthed 2 per side in the longer slips. The look of the westside docks in your photo is basically what was rebuilt after the catastrophic fire in 1931.
