This is how St. Louis County works as well, and it is my undrstanding that this is all thanks to USPS. Swathes of unincorporated St. Louis County have St. Louis, MO mailing addresses, even though some areas don't even border the actual city.

To make things even more confusing, some fully incorporated munis can also use a St. Louis, MO mailing address interchangeably with the the muni they're actually in.

Centene, HQ'd in downtown Clayton, MO, uses a St. Louis mailing address, for example. Switch the mailing address to say Clayton and they'll still get it.
