I don't think this project addresses affordable housing. In any case, this project is plagued by some ethical concerns. To the best of my knowledge, the site belongs to the City, and bidders were welcome to bid on a 99 year lease of this site, with certain criteria for the bids. Several entities submitted proposals and Appelt won in the end. However, shortly after when applying for DP, Appelt completely changed the form and character of the project, citing the concerns on the viability of the project if it wasn't modified. The whole thing gave an appearance of a bait and switch proposal by Appelt to win the bid but build what was most beneficial for them. The previous council went ahead and greenlit the project, which was very unfair for the other parties who also submitted proposals. It smells of possible backroom deals. Later on it was also found out that Appelt had paid students to show up and voice their support for the project in the public hearing. So the new council revoked the development permit and here we are now with the developer suing the City but also trying to get the project approved.
In my personal opinion, as a resident of Kelowna, I do not think this project in its current form belongs on that site. The project itself isn't "bad", but it seems to do very minimal community benefit. Perhaps another developer would bring forward a proposal with greater community benefit. Also having such a tall tower so close to the waterfront is not just bad for pedestrians and our waterfront users, but also contrary to the OCP. And the whole process has been sketchy at best. Some of my details might be imperfect but I think that's the general gist of what's going on.
