At a critical juncture': Regina city manager, CFO argue for tax hike in city's 2025 budget
"If our 1.9 per cent of the mill rate (for civic operations) is decreased, we will be looking at service cuts," warned city manager Niki Anderson
Population growth projected to continue
Regina is grappling with growth that is making investment in city infrastructure necessary, said Daren Anderson. Regina’s population has grown 7.7 per cent since 2019, with another 2.2 per cent projected in 2025 to reach 290,000 people.

“With this growth, we need to remain as competitive as possible, from a cost perspective,” said Daren Anderson.

He added that Regina’s mill rate increases in the past three years have been “well under” those of Saskatoon, Edmonton, Calgary, Toronto and Vancouver — all of which were more than Regina’s 2.85 per cent passed last year.

Highlights among the many projects included in the 200-page budget book include: $21 million to continue the 11th Street Revitalization project, $33.9 million to city transit upgrades and expansion, $6.3 million for a new fire station on Chuka Boulevard and adding four hectares of new park space across the city.

This is so disingenuous and bad journalism. They just reprint what the Administration's line is. When the City grows, the tax base grows. Growth does not necessitate mill rate increases. Also the media never asks how much spending is increasing in overall terms, which would include the tax base growth. They just repeat the propaganda that it is X$ per year for the average household, which is extremely misleading as it does not include the library or education portions and does not include the commercial portion which is passed on to residents by businesses.

The City never publicizes the overall increase in the budget. This is buried deep in the budget documents.

Edit: I dug deep. the proposed spending increase is 11.05%!

MAX Power adds to geological and engineering team
Stephen Halabura’s Prairie Hunter Exploration Ltd., as well Greg Vogelsang join mining company’s technical team.

Mr Halabura, a Professional Geoscientist, was instrumental in the early formative stages of the only two Saskatchewan greenfield potash mines to come into existence in the 21st century, these being BHP’s Jansen Project and K+S’s Bethune mine. Jansen is the largest private investment ($14 billion) in Saskatchewan history and is located immediately north of the Regina-Moose Jaw Industrial Corridor, where a Hydrogen Hub has been proposed, and MAX Power’s Rider Project.
This is interesting. Never heard of this before.

Letters: Regina Central Library needs to be fixed up and stay where it is
Letter writers want to the Regina Central Library to stay where it is and hope something positive can come out of U.S. President Donald Trump's disasters in the Oval Office.
Yes, leave the library where it is. You can’t put the lipstick on a pig because that’s exactly what it is. This should’ve been built 10 years ago, but no each mayor is the same a bunch of idiots.

The City of Regina is set to host the multi-sport, “Olympic-style” Can-Am Police-Fire Games in 2028.

After a successful bid in what is being described as a “competitive selection process,” the event is expected to attract thousands of athletes and their families from all over North America to Regina for an “exciting display of athleticism, skill, and camaraderie,” said a city news release issued Friday

When will the Regina plant open up?
Construction is scheduled to begin in Q2 2025 and full operations will commence in H2 2027.
Where is Red Leaf based?
Our plant location is just West of Regina, Saskatchewan. We will be working with producers primarily within a 150 km radius of Regina. Our corporate office is in Kelowna, B.C.
How many employees will the Red Leaf Regina Pulp employ?
Red Leaf expects to employ 140 full-time employees at the Regina facility by January 2027. This includes approximately 120 tradespeople and 20 management and staff. In addition, we anticipate employing independent contractors for security and trucking/logistics, likely numbering as high as 30-40 people.
This most likely is a $500 million plant

Why the impact of Trump's tariffs could be a tale of two cities in Saskatchewan
Manufacturers are expected to face challenges finding alternative markets for their goods tied to U.S. supply chains
There’s really two different stories at play between Saskatoon and Regina,” said Richard Forbes, principal economist with the Conference Board of Canada.

He said the discrepancy between the two cities comes down to Regina’s economy being more service-oriented than Saskatoon’s.

“About 75 per cent of the city’s economy, or jobs in the city, are in the service sector,” Forbes said.

Regina’s service sector is made up of public service, health care and education. It also includes professional services like legal and consulting, along with retail, wholesale and transportation. Services are more insulated from fallout from tariffs, Forbes said.

“The impact in Regina is pretty modest relative to other cities,” he said.

Deere and Co. plans to boost the capacities of its parts depots in Regina as well as in three U.S. locations, making Regina a regional parts centre for the machinery firm.

The company said in a release Friday that it plans to expand its primary parts distribution centre at Milan, Ill., west of Chicago near the Iowa state line, by over 300,000 square feet “to meet the capacity needs of the growing parts business.”

Building stronger infrastructure in Regina

By John Cairns
May 6, 2025 | 3:33 PM
REGINA — The City of Regina is allocating $244 million in roadways and infrastructure improvements in 2025.

“As we kick off the 2025 construction season, we’re making smart adjustments to better serve our community,” says Mayor Chad Bachynski.

“Expanded work hours will be seen on key projects, which will maximize daylight and minimize disruptions in the long-term for driverS

New details have come to light surrounding Regina receiving a second Costco location. The province says the retail chain’s initial plan called for both a store and a distribution warehouse at the Global Transportation Hub (GTH).

Crews have started soil testing at the future Costco site in Regina’s Westerra neighbourhood. It comes days after the city offered a $6.7 million incentive to have the project built there rather than at the provincially owned GTH.

You know we use Colliers as a realty broker so Costco’s agent would have approached Colliers about potentially locating out at the GTH,” he explained.

The province says that initially, Costco was talking about something even larger, a store with an adjacent distribution warehouse.

“Think of it as servicing Saskatchewan,” Hershe added. “You order in products, like appliances or TVs, and you live in Moose Jaw or Davidson – so they just go into one facility and get distributed out there.”
Did the city mess up again

There is no way they build a distribution centre in SK. Most items are shipped direct from the manufactures or distributors. They do have one Alberta, (over 1 million square feet) but they also have 19 stores there.
