If the underground circus is being closed, this would be the way to keep everything connected to the skywalk system. Otherwise everyone is exiting at Winnipeg Square now.
I'm not saying that's necessarily bad or that we need the above ground circus, but closing the underground one would remove skywalk access to 201 Portage and its parkade, Electric Railway Chambers, BMO/MMF/Bell, Richardson/Fairmont/Tetratech (and their parkades) and the Grain Exchange building. That is a LOT of workers and building owners losing access to the network that may not all be too pleased.
As a bit of an aside, I was in the Millennium Centre this week. Its basement is connected to all the buildings on that block, as it used to supply heat to all of them until a few decades ago when they were all on steam. Seems like they could probably connect all those buildings to the main underground if there was a desire also haha.
