To be fair, The North Portage redevelopment also included a substantial amount of new housing and office space behind the mall connected to Portage Place (e.g. Place Promenade). Obviously the project didn't succeed, but they were on the right track, in a way, with mixed use. In the early days when the mall was full, it was quite a thing to live in the apartments with everything attached via climate controlled walkways. But it wasn't enough to sustain the mall, for sure.
