It's not necessarily true that only one face of the park will have street frontage. The Art Walk, as originally planned, was supposed to extend from where it currently ends at 14th Street to 15th Street and the Woodruff Arts Center. The "how" was going to depend on what was ultimately developed in the lot in question.
With a park now in the works, I think it's far more likely that the owners of the private property (Promenade building) will be willing to incorporate some kind of easement or access from the new park to 15th Street. I think this has great potential to be another arts focused attraction/amenity for Midtown.
