I'll leave it to the housing policy experts to assess the evidence of net benefits of inclusionary housing policies.
From my downtown Portland vantage point, the only large-scale commercial housing project I see going up is the Press Blocks which I believe is pre-IZ.
It does seem pretty intuitive that if you make it less profitable to build, they will build less.
