These all look somewhat conceptual, plenty of the renders conflict with others in the details.

Nicola picked up 304 E 1st under the foreclosure proceedings and it sounds like they will be sticking with the existing approved design.

Could see City staff being unhappy with the tower spacing. It's quite a clustered monolith of towers. Also wouldn't put it passed Onni to drag their feet too. I doubt leaving an open pit in this area for nearly a decade has created much goodwill.

It appears that the site is in the MCDB area of the Broadway Plan, with 4.0 FSR maximum (which the previous owners obtained with a design for a mass timber building over a concrete podium with market rental units). No further rezonings are contemplated in the Broadway Plan in that area. Under the TOD by-law I think they could submit a new rezoning to get to 5.5 FSR, but I'm not sure what policy would get them to 7.0.

As they only paid $13m for the site, have an approved 100% market rental project for 112 apartments that they can develop as soon as they want, maybe they're happy to stick to the easy, faster route.

I think MCDB were part of the Broadway Plan amendments last year that passed (?) They are just 2 feet short of the min frontage if that matters.

Next construction phase of CCEAI commences

As shoring and excavation of the building site is now complete, the next phase of the project includes construction of the concrete superstructure (above ground elements of the building). The construction superstructure phase is expected to last from June 2025-December 2026.

Important things to note:

Installation of the first crane will commence the week of May 26 and formwork will begin.
Expect intermittent lane and road closures for concrete pumping and other construction activities along East 7th Avenue, Glen Drive, and Great Northern Way.
Expect construction noise, increased truck activity, parking restrictions and altered pedestrian routes around the site to continue for the duration of the project.

MCDB was part of the amendment area, but as you note, in theory their site isn't big enough. (However they can request that the Director of Planning let them submit a rezoning anyway). If they did, they face a delay to get another rezoning, and 20% of the space would have to be in units that rent below market. I guess they're happier just getting 100% market rental at a lower density, that's already approved.

Maybe they'll occupy the base podium section which look pretty massive. Who knows how the finances will work to make this work.
