What that section of Osborne really needs is some traffic-calming measures. That will never happen, obviously, being a major artery and all that. My blue-sky thinking says tunnel but, again, not gonna happen. Would bollards make the the snow-clearing gods angry?

Agreed. I think I'll take some time this weekend to write Rollins about it. Though that does further narrow an already absurdly narrow sidewalk.
Clearly the only answer is to turn this into our own Nicollett Mall. Put the bollards in the street proper and make the centre lanes transit only with bike lanes flanking bus lanes.

The edge of the sidewalk doesn't get cleared anyways because the snow from the road gets piled onto the sidewalk. I don't think bollards would interfere with snow clearing.

Snow clearing already having issues since Public Works and Hydro seem to be on opposite planets and stopped coordinating, so now we have some light/traffic poles at the street edge, and some at the property line. It's insane.

Go look at the sidewalk in front of the ZU, it's out of control. All the poles are just randomly placed with no consistent alignment. There's no clear path of travel.

Public Works is broken. Janice Lukes should be fired, I can't fathom how she kept her post as chair of PW. Asinine.

Unfortunately its completely unusable. Its now more of an attic, with air ducts having been installed through the units and hallways to serve the lower floors. Some rooms aren't even accessible as their doorways are now blocked by a wall of ducts. Would make a cool setting for a horror movie.

You’d think at some point over the past 30 years someone would have encouraged the owners to put $50k into it (or apply for a grant) to put some windows in so it doesn’t look so shitty.

My contrarian urbanist* hot take is that more street parking can be good, actually. It lessens the amount of space for traffic, forcing cars to drive more cautiously, and puts a barrier between them and pedestrians (and, apparently, store fronts). It's a de facto traffic diet and benefits local businesses. Just compare Osborne and Corydon, Corydon is a much more pleasant street to walk along as a pedestrian. In fact, Osborne at night, when it has street parking on one side, also feels more pleasant. Unfortunately, poor patchwork urban planning has resulted in Osborne being a major thoroughfare, so we probably can't have all day street parking there.

*I say this as a cyclist and pedestrian who lives in the Village and doesn't own a car.

I'm torn about what Osborne should look like.

On one hand, parking on both sides does create a buffer to the sidewalk -- and an important one because the sidewalks are relatively narrow. Especially when it's slushy or wet, the street parking keeps pedestrians from being splashed by cars driving through puddles.

But on the other, buses that go through Osborne (16, 18, 58, 60) get horribly delayed in rush hour because they sit in the same traffic as everyone else. No diamond lanes or ways for buses to take priority. You might have as many people on one single #18 bus as the total number of drivers from River to Confusion Corner, but there's no priority.

So, without traffic, buses are slower than traffic because they have to stop. And with traffic, buses are just as slow as traffic because they get caught in the same jams. It's hard to incentivize mode shift from cars to buses when the bus is unreliable, behind schedule, and never any faster than traffic.

So, if I were resdesigning Osborne, I might break the four lanes into curb lanes that alternate between rush-hour diamond lanes and non-rush-hour parking lanes (keeping car traffic to one lane in each direction at all times).

The diamond lanes would also provide better access during rush hour to emergency vehicles, which also get snarled in Osborne traffic.

This would back up traffic along Osborne, but to be honest, if buses are moving and emergency vehicles can get thorugh, I don't really care how much extra time drivers have to spend in traffic to get through OV. Traffic jams are a cost to long commutes and (at least if there are diamond lanes) an incentive for mode shift.

This is exactly what was outlined in the "2023 Osborne Village Blueprint" that was published by Osborne Village BIZ. See page 31 in the below document.

Speaking of the BIZ, has anyone heard anything from them recently? Their "Community Updates" page hasn't been updated since August 2023. It would be really nice if they could hire even just one person to shovel the sidewalks along Osborne.

Nonsuch opening a second location in South Osborne at the southwest corner of Morley and Osborne according to their instagram - no timelines. Would replace the existing Liberty Tax business .

I don't understand why everything is so difficult for Osborne in the Village. Here are the other comparable streets from my rudimentary measuring on Google Earth.

Robson (Van) - 4 lane, 42' curb to curb, 80' between buildings
Whyte (Edm) - 4/6 lane, 62' curb to curb, 100' between buildings
Osborne (Wpg) - 4 lane, 45' curb to curb, 70' between buildings
Young (Tor) - 4 lane, 41' curb to curb, 70' between buildings
St Catherine (Mtl) - 4 lane, 48' curb to curb, 85' between buildings

Why does everyone complain about OV when all of these other streets have almost identical set ups and are wildly successful. I think it is just the way Winnipeg is set up and the fact that is has to be used as a major commuting route.

Robson is busy and choked with cars. Ditto for Young and Whyte.

Robson Street's sidewalks are much wider, cars are permitted to park on both sides of the street all day long and they even allow patios on the street.

That neighbourhood is absolutely booming. One could dream about some buy outs and having a line of towers running from Osborne Station up to Jubilee, just behind or on Osborne itself. All these great businesses need more customers anyways haha.
