I believe the hotel at the top of Citadel's new tower would have the highest hotel suites in the western hemisphere.
It would look something similar to the skylobby on the 70th floor of the Wilshire Grand Center in Los Angeles. That serves as the hotel lobby for the Intercontinental Los Angeles and also as an observation deck open to the public. So, I could see the same here with the Citadel by Ken Griffin.

All I know is what I read from literature they've put out which doesn't mention an observation deck.

It's a residential building and the Hilton is supposed to be on the lower floors so I don't think the observation deck/lounge will be public.

The Landmark 81 in Saigon, King Power MahaNakhon in Bangkok, and the Four Seasons Hotel and Residences at 2 Canal Street in New Orleans have observation decks open to the public on their top floors despite being hotel and residential buildings. Therefore, the Okan Tower should include an observation deck open to the public on the top floor.

Typically residents don't want the public, and and the infrastructure needed for them, in their building outside of ground floor retail. Also, the top floor penthouses are major money makers for developers. I can't think of any residential building in the USA with a public observation deck other than John Hancock in Chicago (which is a very mixed used building).

The John Hancock Center in Chicago has office space on the lower 40 someting floors. Another partially residential building with an observation deck on top in the United States is the former International Trade Mart at 2 Canal Street in New Orleans.

There are many rooftop restaurants being planned in Miami if that suffices. If you'd like some floorplans, I can send them.

Oh wow, nice! Like the honeycomb design and how it alternates between curtain (or window) wall and balconies. What's the location here? Is this a net-new proposal, or is it replacing a previous one?

231 E Flagler but effectively going to look like it's on ~ 0 Biscayne (Flagler and Biscayne)

I am not aware of a previous proposal here.

The Federal Aviation Administration has received an application to approve the height of SkyRise Miami.

The agency received the application on February 3, 2025. It’s not clear who submitted it, or if it would look the same as an earlier proposal.

I'm thinking the filing is just to keep the height approved while Bayside decides what to do with that land.

I apologize I did not see your message. Not many come to mind right now, but some I know include

-2534 North Miami Avenue: Rooftop restaurant at the 39th floor overlooking much of Edgewater and Wynwood.

-3601 N Miami Ave: Rooftop restaurant at the 20th floor.

These are obviously not "observation decks", but they're restaurants open to the public.
