Looks like the development will preserve the park on Ellice, which is the site of a memorial to the Hasselmere apartment fire, Winnipeg's second deadliest.
Its a real thing. I heard about it a little over a month ago. Like he says - 150 units, 18 storeys.
The rendering looks like clip art though. I do not know who the architect is yet. They are hoping to start in summer if the get approvals

I believe you are thinking of this old David Penner vision of The Plug-In Gallery located just south of there on the UofW old Grey Hound courier site.

Their MO has been to take over existing projects....would be different if this was them.

Well that proposal came out of nowhere. As far as I know, the U of W is not involved. I'm not going to lie, that area is really rough. But if they think they can make it work, then go for it. The site right now is just a gravel parking lot so just about anything getting built there would be a huge upgrade.
