He's the kind of guy who would meddle in municipal jurisdiction and rip up bike lanes just because they affect his personal commute to Queen's Park, and then draft legislation to make it so people who get injured on roads that formerly had a bike lane his government ripped up can't sue the provincial government so, yeah, I think he would hold back the opening of not one, but two (the Finch West LRT is the other one) LRT lines purely for political gain.
He has to play his hand fast, though. With Trump in the White House, and the Federal election happening sometime in 2025 with Poilievre inevitably winning, Ford has to schedule an election sometime before the summer to have all the stars align. Ontarians vote for the opposite party provincially than federally, and Ford is very long-in-the-tooth at this point. He's been in power for 7 years, through Covid (most governments that were in power during the entirety of the pandemic are getting dumped, left and right, across the Western world right now), and his motto "Get it done" is ironic considering that he will not have attended any major ribbon cuttings in his 7 years in office.
