You’re right, it’s not hard to understand. Let me spell it out for you: You own an old but shabby and unmaintained building that some group has deemed historically significant but cannot afford to repair/restore and certainly not to bring up to current code. A developer who has assembled parcels surrounding yours needs your property to build his masterwork. Instead of the $500K assessed value, he offers you $10 million, conditional upon getting a demo permit. You want to take the money, but TPTB won’t issue the permit.

It is situations like this where a mysterious fire or gas explosion may be the only way to resolve the standoff.
