Anyways, residents don't own anything other then the property for which is there's, nothing more. So no there didn't need to be a discussion keeping housing at large "outside the fluctuations of the market" when it is this very act of nimbyism of trying to control the look, density, and etc which has led to the significant rise in property values in the core and urban neighborhoods.
Supply & Demand does apply to housing
