Hello,

As a participant in recent engagement activities on the proposed Centre City Temporary Parking Program, you’re invited to a follow-up information session to learn what changes were made in response to feedback received.

Three engagement sessions were held on August 20, 22, and 26, 2024 to hear your thoughts on the proposed program. An Engaged Edmonton webpage also collected feedback from August 6 - 26, 2024. Thank you to all participants who contributed!
City Administration is summarizing your feedback into a What We Heard Report which will be shared with this email list prior to the information session.
During the information session, City Administration will provide a brief presentation followed by a question and answer period.
Purpose of the Information Session:

Learn what changes were made in response to feedback
Learn what to expect during the development permit process if you choose to apply
Learn about next steps

Location: Google Meet (online)
Date & Time: Thursday, October 17, 2024 from 7:00 - 8:30 PM
To sign up: please contact [email protected] to be added to the invitation
Feel free to share this invitation with others who might be interested!
What is the Centre City Temporary Parking Program?
The City is creating a program for owners and operators of standalone surface parking lots existing as of January 1, 2024 within Centre City (see attached map) to obtain a temporary development permit. Site enhancements, such as landscaping and barrier-free parking, would be required to obtain a permit.
This approach is intended to balance parking availability in the core with the long-term goal of a dense, vibrant downtown. No new parking lots will be created through this program.
Parking lots without valid permits that do not seek temporary permits through this time-limited program would be subject to enforcement.
Proposed Regulations
The program proposes a Zoning Bylaw text amendment to add a new Centre City Temporary Parking Use which includes the following required improvements to enhance the appearance and safety of surface parking lots:
Minimum setback requirements
Landscaping, trees, shrubs, planting beds
Internal pathway requirements
Minimum drive aisle and parking space dimensions
Vehicle access requirements
Barrier-free parking spaces
Drainage improvements
Lighting improvements
The Centre City Temporary Parking Use will be added to the RM - Medium Scale Residential Zone, RL - Large Scale Residential Zone, MU - Mixed Use Zone, Downtown Special Area Zones, and five DC1 Zones.

Next Steps
The report, proposed rezoning bylaws and proposed text amendment bylaw will be presented at City Council Public Hearing on December 9, 2024. Members of the public may choose to participate at Public Hearings in person or remotely. Find more information about how to participate HERE.

I don't see any mention of acceptable surface materials for the TPP. I assume gravel is acceptable?

Walking around Lethbridge today I've seen 3 pairs of beat officers who were patrolling their Downtown.

That's more than I have seen in my last many trips to Edmonton.

It's time to bring beat patrol back.

^ 100% agree.
Did not see a single beat cop walking the streets yesterday when I was downtown.

Only security at city Hall and the ghost mall

Clearly there was some sort of incident on 105st/Jasper today as there were about 7 EPS cars, but then you walk a block over to 104st significant open drug use and LRT station disorder.

Icon I's covered entrance area had guys selling drugs and two guys doing meth with all of their — right in front of the front door.

We really, REALLY need EPS et al. walking the beat again.

According to Lonely Planet Edmonton has been selected as one of the places to visit in 2025.

I would be curious to know how their process was in selecting Edmonton.

It could be pay-to-play.

Travelling Italy right now and there is a police presence everywhere. Edmonton honestly feels far more unsafe and undesirable to explore than it was a few days ago.

Time for change and time for a higher bar.

I know I'm not downtown as much as before, but Downtown Edmonton to me feels overall safer than 2008-ish (the last downturn), but more acutely sketch in certain areas, like at LRT entrances and along 104 Ave and 109 st for some reason.

118 Ave feels different. Beverly feels better(?), but I only go twice a year into that neck of the woods. Is Abbottsfield still pretty rough?

Maybe things are just concentrating Downtown?

Italy also has the (benefit?) of having millions of tourists fill it's major Cities, so you have that many eyes on the street. That, and the fact that European cities just have countless more people outsiding walking around.

Honestly, not a good example at all to compare Edmonton to.

Point being... we need more eyes on the street, more tourists, more reasons to be out on said street and a level of expectation that current does not exist.

This ever-widening gap is becoming a real issue/concern for our competitiveness in the region and beyond. Curious to see how WE course correct.

Pretty easy for places like Nisku, Acheson, etc. to charge minimal taxes when they provide minimal services that Edmonton is forced to provide in being the major centre.

Unless those areas are annexed by Edmonton or residents of Leduc County, Parkland County, etc. stop using Edmonton's services without paying property taxes, this will forever be the case. Edmonton cannot 'course correct' unless it starts shipping homeless people to Nisku, move its prisons to Spruce Grove, etc.

Quite happy to learn from security last night that the Pedway system remains open until midnight after a concert. Was able to park at Manulife.

It's essentially one way traffic after games and concerts. Not sure how difficult it is exactly to go the other way but I'm sure there are measures to prevent it.

Biggest bottle is that pedway getting into and through to JW. once you get through that its easy. From our seats to the car in Manulife was probably 20 min tops. No line getting out of the Parkade and Jasper Ave was quet. I think the heaviest traffic was once we hit ST Albert Trail north of the Yellowhead. Still the time we left our seats to walking in the door was less than an hour total. Better than when I worked at Stantec.
