I think that that is a shame. As much as people on this site don't like green space, I think that it is important to have large areas of parkland - especially ones that stretch along a river (which, occassionally floods). This will break (or, rather keep broken) Jacques Cartier Park.

Large, designed, parks are a real blessing to a city. Splitting them into small, detached, areas is not a good idea.
