I happened upon another aerial photo of the area, from what appears to be the 1970s. The archives labels it as being between 1972 and 1989.

The full source photo shows the Tufts Cove generating station with only two stacks, which would put it between 1972 and 1975. Tufts Cove 3 was online by 1976.

The building permit for the second building has been submitted. Looks like the whole site will be home to ~167 units.

In terms of dating it further, the grocery store at DSC is still branded as Dominion, and I think I'm seeing the building originally built as the Three Bears restaurant down near the corner of Boland Rd. Also I do not see the building across from that on the corner which later became the nightclub and which is now under construction.
