In the case of 22nd specifically, I believe that’s just a case of OTIS being ok with projects being half-finished for years. Most original bike lanes are right-side, but more recently OTIS found that left-side bike lanes are safest on one-way streets. So I think what happened is that the left-side bike lane segment was repaved more recently, and the remaining right-side segment will wait until the scheduled repaving.
