Ultimately, the solution is to shut down work sites and force the developers to adjust construction to meet the requirements, and if necessary deny occupancy as long as it takes.

It's probably easier to "carry a stick" so to speak in cities that have developers lined up around the block to take on projects if someone else screws it up. Winnipeg isn't exactly in that situation, so they need to tread more carefully.

I think it’s remediation going on right now. There are Miller Environmental signs on the fence. It would be nice knowing who brought (or intends to buy) the land and what they have planned for it.

There was an offer from a numbered company a few years ago when the city put the lot up for sale. With the city taking so long to get the remediation done I don't know if their offer still stands.

If I recall properly there was an article in the Free Press a few months ago saying the Provence dragged its feet in allowing the city to start the remediation

I believe it. It seems like the Province's turnaround is getting worse on environmental files in the City. There's this site, plus about a half dozen burned out heaps of debris from fires that for some reason can't be cleaned up because there might be traces of asbestos in the piles of rubble. You have to wonder whether its a coordinated delay effort or whether there's just a single environment staffer causing the delays. Either way it needs to be fixed.

that is exactly what I was thinking of.

Because of the delay in remediation I wonder if the winning bidder still has first right of refusal to buy the land?

Damn, that's frustrating. We could have had a nice new building by now if it wasn't for this environmental remediation delay. How does it take 3 years to start the remediation.

The delay sucks, but its the nature of the remediation beast unfortunately. Urban soils can have some pretty crazy contaminants and you have to take time to test, write the reports, plan for remediation and disposal, figure out liability etc etc, before any work can get done.

Slow construction is better than the risk of accidentally poisoning Winnipeggers with lead or PCBs.

i walked by the day they started digging and it smelled so badly of the old fuel residue it was almost overwhelming. it had to happen in some capacity with imminent development or not.

So tiny OV thing I noticed in my area...

The house at 404 Gertrude (between the paint factory and New Leaf RMT) has been torn down. It was boarded up this summer and has had people squatting in it all summer/fall.

There is 4 storey, 24 unit building coming to Bole St. Im not sure if it is the parking lot or if some houses will be coming down.

Sounds like KISS 102.3 is moving out of Osborne.

This fits with Crumb Queen being on a short lease. With the building's main tenant leaving a large and hard to repurpose space, I'm guessing we'll see a big change to this block at some point.
