Yes it's delusional to expect that any out-of-town developers would want to take on PP without massive public subsidies. Starlight made that offer a few years ago and nothing came of it.
I'm totally in favour of the True North proposal, whatever it's public monies. IMO better to give public money subsidies to a local group who actually want to grow and improve the city, than some out-of-towners who don't give a rat's ass about us.
