For basement flooding, the cost of everyone's basement flooding vs flooding issues at the inlet is a reasonable trade off.
I'm just speaking to what I remember. Maybe someone knows of a report or other info from the time of the floodway expansion.

And what impact would controlling the river have on the riparian forest that snakes through the city, it relies on those rich flood waters for nutrients to thrive.
