Oh, OK, you were referring specifically to the podium - gotcha,

I don't know. It could be windowless along it's east side. I don't think it necessary however to connect a theoretical future development on the NB Power site directly to the Gateway Towers, but, you never know. Inside connections come in handy during the winter.

Is all the indoor parking going to be below grade or could some be on the same level as some of the ground floor commercial (first floor of podium) Given the proximity to the river and what I assume are challenging soil conditions I wonder how far down they can go for parking.

Good question. Now that first reading has occurred, I expect to see more detailed plans and rendering showing up on the city hall website almost any time now.

All I know is that there is supposed to be two levels of indoor parking.

OK. it's just that I've noticed people sometimes use "indoor parking" and "underground parking" interchangeably when of course they are not the same thing.

One or two levels of indoor parking above grade have started to become a thing, especially in SJ because of all the rock.

Things are really bad right now because Main Street is blocked at Lutz for major infrastructure work.

They plan on a roundabout eventually at Assumption/Downing, although I am uncertain of the rationale.

Wow - lot's to take in there, including the overall downtown development plan.

I will have to peruse this at my leisure.

As for the NB Power site, the plan envisages "green space." So, any speculation of ours regarding this plot of private land may be premature.

Mr. Lafford still has the old Tim Horton's site that he could develop next, so the NB Power site may not come into play for several years if at all.

Then there's the electrical sub station that sits on a lot bigger than the sub station itself. If that were ever to be moved, (I hope it is) maybe they could create the green space there, and free up the NB Power land next to the Gateway for development.

Question: I haven't been by the 3 sisters site for quite some time, any recent updates as to how they're progressing?

They may not be promoting the potential to develop the NB Power site for fear of provoking the Gang of 34 or the Sandpiper Lady. Best to lay low for a few years. It will take 3-4 years to build Gateway anyway.

As for the Three Sisters, progress is slowly progressive. They are working on the third level of the podium. Once the podium work is done, work on the tower itself will proceed more quickly (about one floor every ten days or so).

Recommendation:

The rezoning, if approved, should be subject to a resolution with conditions including but not limited to:

1) That the stop up and close of a portion of Foundry Street, as well as a portion of PID 70261599 be approved as per plans;
2) That a portion of PID 70261599, a portion of PID 70460662, portion of PID 00697847 be consolidated with PID 70261581 to create a building lot as per plans before a Development Permit is obtained;
3) That the Developer shall employ additional flood mitigation measures to reduce the risk and impact of flooding in the lower level of the parking structure. These flood mitigation measures are to be prepared by a certified Professional Engineer licensed to practice in the Province of New Brunswick, and may include, at the request of the City Engineer or their designate and subject to their acceptance, studies or designs prepared and stamped by said Professional Engineer;
4) That prior to the issuance of a Building and Development permit the landowner shall enter into an agreement as it relates to condition 3 with City of Moncton to ensure proper performance of any terms and conditions required herein;
5) That the developer enters into a development agreement with the City of Moncton to relocate municipal infrastructure, including the combined sewer, as part of the stop-up and close of Foundry St, south of Assomption Blvd.
6) That a servicing, lot grading and drainage plan be submitted and accepted by the Engineering Department prior to issuing a Building and Development Permit;
7) That the developer is responsible for implementing recommendations contained from the Transportation Impact Study;
8) That a detailed landscaping plan be submitted to administration for approval prior to a Building and
9) That a public right-of-way creating pedestrian access through to the Riverfront Park as part of the gateway entrance be registered against property as per plans;
10) That commercial space facing the riverfront with publicly accessible entrances from the trail system be developed and maintained as per building plans;
11) That all uses of land pursuant to this resolution shall conform with the provisions of the City of Moncton Zoning By-law, as amended from time to time, except as otherwise provided herein;
12) If there is an accidental discovery of archaeological resources during any drilling activities, the proponent should follow Section 9 of the Heritage Conservation Act, which requires that work must stop and the proponent must notify the Archaelogy and Heritage Permit being issued;
13) That the final site plan being submitted for Development and Building Permit show the 30-metre setback from any wetlands including Provincial Significant Wetlands and obtain approval from the WAWA Branch for any works within the 30-metre buffer area;
14) That any impacted soil and/or groundwater must be managed in accordance with New Brunswick’s Department of Environment and Local Government’s Guidelines for the Management of Contaminated sites. If
remedial actions are required, the Remedial Action Plan must be approved by the DELG and a Closure Report submitted to and acknowledged by the DELG once remedial activities are completed;
15) That notwithstanding section 42(1)(d) of Zoning By-law Z-222 parking is permitted between a portion of the building and the street as per approved plans;
16) That notwithstanding section 117(a) of Zoning By-law Z-222 the ground floor fenestration ratio is permitted to be reduced for a portion of the building, as per approved plans;
17) That notwithstanding the Building Design Guidelines that deal with street wall and building frontage requirements contained within the Downtown Core
Community Improvement Plan, a parking area may be permitted between the façade and the street as per plans, as well, main entrance requirements from street to main buildings may be varied as per building plans.
18) That nothing contained herein shall prohibit or in any way limit the Developer’s right to apply for a variance pursuant to the provisions of the Community Planning Act; and
19) The development shall be carried out in substantial conformance with the plans and drawings submitted as Schedule B.

Just an oversight. The downtown plan is being modified specifically for the Gateway (and the Three Sisters), hence why an effort was made to show these buildings in the supplied images and planning documents.

But, there is still no activity on the St. Bernard site. I will give them until the fall until I start to get worried. This is a bit of a phase shift for Ritchey (as a major developer). Logistics might be difficult to arrange (unless he has an experienced project manager).

It would be great if we could at least see some site prep this fall. That way we'd know that their intentions are to proceed. I'm thinking that interest rates might be a factor in the delay. Meanwhile, they're collecting the profits from their 6 floor building on Weldon/Cameron.

They've had a lot of time to get their ducks in a row, so lets hope they stick with their 18 floor plan. It would make a significant impact.

Im not a fan of our obsession with roundabouts. They have their place for sure but i dont think either of those locations is the best spot.

I generally like roundabouts in larger city's but......

I agree with your sentiment, most monctonian's seem to treat roundabouts like a race-track with zero courtesy! I can only imagine the chaos when you add pedestrians trying to cross around 4-5pm!

The Irony with all those social warriors on Facebook. Their claims are based on false truths, you can clearly see the herd mentality with this group as non of them have put any efforts to analyze the location.

I used this map distance calculator https://www.calcmaps.com/map-distance/

To put this in perspective:
-The location of this project is 200m away from the river
-The Assumption BLV road gets 90M near Lutz and 77M near the RCMP office to the river itself
-The current courthouse is exactly the same distance to the river
-Half of the Blue Cross building is roughly 200m from the river
-Chateau Moncton is 20m from the river

I could go on and on
