It looks like a very thoughtful development to me, but I've a question. In a city that is so often overcast and gray, why are gray building skins so popular?

I completely agree with you. This has been going on for a while. Too long. About 10 years ago I was walking through the Pearl District and ran into an architect, who was at that time on Portland's Design Commission. He was just coming from his latest project in the Pearl, a building clad in charcoal gray panels. I asked him the same question, "Why in a city that is cursed with gray skies during the winter months, would a designer choose a dark gray building skin??" He could only say that it was currently popular at the time.....

I think certain shades of gray look really nice in downtown, regardless of the weather. *shrug*

I do too, but it depends of course. Benson Tower looks like cheap trash. Fox Tower looks great.

Someone from Greystar was at city council recently and indicated that they’re working on getting financing but it’s challenging given construction costs / interest rates., and that the housing regulatory relief package could make a difference.

I'm not sure, however, the lot has been used lately as a staging/storing spot for the underground cable project extending from Fields Park under the Willamette.

Yeah, what's interesting is that they've got the crane in the middle of Naito, but further north than I would have thought useful for the Fields Park work.
