So with that in mind, how does one create a truly unique cultural district? Mandatory French signage? I think it was thrown around in here that the city hall should be converted to the first cegep in the province, that could be a great use for the space. There's a real wasted potential in St B as Western Canada's original Francophone community.

This property at 158-160 Dumoulin St is up for sale now. It looks like the building plans are being sold as well. Hopefully a developer buys the property and the plans and gets this thing built soon, but I have a feeling there might be some redesign before anything gets built.

^ pricing realities and other costs (interest rates) have changed dramatically since 2022, so I bet it would be in line for a major redo.

That is the project that had the same previous developer as the Verne Reimer project on Provencher. The new developer is proceeding with Provencher (with a different Arch - MMP) and selling the Dumolin property.

so disappointing to see so many prefer a gravel lot (and previously auto repair shop) & 2 not great homes over a nice new build that will bring some affordable to the area

Where did you find this? I've been browsing the Public Notices page every few days and never noticed this appeal. Feels like the City did not give proper notice. I'm on YIMBY Winnipeg and we usually show up to support this kind of project.

Looking at the Public Notices page on, I do not see the appeal anywhere:

They obviously have banded together and submitted their opposition.

Also here in the Notice page. It's just not in the upcoming notices, so you need to filter a bit.

Thanks for the info. It seems extremely unfair that the project didn't show up on the Public Notices page. I mean, isn't that the point of the page; to notify the public. Myself and a bunch of other people from YIMBY Winnipeg would have submitted written submissions (and possibly an in-person speaker) in support of the project. Yeah I realize that you can browse the latest agendas, but those only show up 4 days before the meeting and the deadline to submit support/opposition to a project is noon on the day before (so the deadline for supporting this project has already passed). Honestly just frustrating, not sure why it didn't show up on the Public Notices page.

Anyways, I email the committee clerk and cc'd the committee chair (Jeff Browarty). Hopefully I get a response today.

In the past, appeal notices were posted to the Public Notices page. The City Clerk's Department responded to my email and said that the last time an appeal notice was posted to that page was 2023. Now I'm trying to get a response form the City about why they no longer post appeal notices on the Public Notices page.

My response from the City was that the automated system made a mistake and that's why the appeal notice wasn't posted on the Public Notices page. Annoying, but not much that can be done about it. I'm going to make a Reddit post after work today to try to get people to register against the appeal. Might make a post on this page as well.

totally ridiculous. The guy who built the new four storey apartment building across the back lane is mad that someone will build on the main street. He got all his tenants to sign in opposition....not one person showed up to the community committee meeting....yet we have to do the song and dance....they will send it to the province after this and the project will be delayed yet again.
