There's an incredible amount of housing growth in Niagara, primarily SFH and townhouses, but infill and multi family residential is happening now too. Thorold, Welland, Niagara Falls are rapidly growing and even forgotten Fort Erie (directly across from Buffalo) is kicking into high gear with residential subdivisions.
Welland, for example, went from 150-200 new dwelling units/yr from 2014-2017 to
over 1,000 in 2022.

In St. Catharines (which is mostly built out) a huge
532 unit infill project has just been approved, for example. A
250+ unit 5-storey infill condo is just about completed.
Downtown St. Catharines has its first high-rise residential u/c,
Carlisle Square an
18 storey (66.88 m/219 ft) that really makes an impression from Hwy 406. And soon the first downtown high-rise condo is set to rise,
88 James in the near future. It's supposed to be
30 floors, 276 units, 99.14 m/325 feet.
Taller buildings have been proposed downtown as well, but it remains to be seen if the
Kitchener effect of a high rise residential boom will ever happen in St. Catharines. Since St. Catharines has the largest arena, performing arts centre, Niagara symphony etc (sports and culturals) and a historic downtown it makes sense for high density residential over touristy Niagara Falls.
