In the report it says staff supports the commercial and office use so I assume it will be approved. Also says they have been working with the urban design team for around a year.

When you look at who's in charge of the whole Downtown Surrey idea, it is Michael Heeney. In most of his talks he goes on to speak about how the center of the region is shifting towards Surrey Central (based on population proximity), and how people will want to be closer to work.
I do think he underestimates how many young people really want to work in Vancouver and probably won't mind the extra commute. The rationale is that people will eventually want to start having families and they will be forced to move eastwards for affordability reasons. Long gone are the days where executives would travel in from North/West Van, the vast majority of the lower mainland is far too expensive for people that want to start having children.
It doesn't help when the city is planning their own development that would basically double the amount of existing office supply in the downtown core.
Lets also not forget that there are plans to convert all of the space between the mall and KGB into office space. I wonder how many sq feet of office space they plan to have upon full buildout. The peninsula has what, 30M with 27M leased?
