There used to be a number of gas pumps under buildings, but building codes don't allow it here any more. And as Downtown seems to survive with one gas station, it would be odd for anybody else to invest in a new one. Charging stations are coming to public parking lots and parkades (and gas stations) already. Adding more as on-street parking (like the recently added Richards Street chargers) is a more logical location than taking up developable land.
(Outside Downtown, and therefore off-thread, maybe we'll start to see charging stations replacing gas stations - that's already happening in Europe, and Shell, for example, are closing 1,000 gas stations in 2 years, and converting some to charging stations as they add nearly 150,000 more chargers by 2030.)
