I don't think it will matter if Toronto has more supertalls, or a 400m tower, the sheer number of official skyscrapers will just eclipse Chicago and every other north American city except for NYC.
I doubt anybody here will say Dubai has an amazing skyline and they have 36 Supertalls built or U/C. As of right now Chicago's skyline layout works better then Toronto's when viewed from the lakes. That will change going into the future.
