This seems a more appropriate place to continue discussion about the Vancouver Park Board, rather than the General Vancouver Updates thread.

I think this is how I understand the situation -

In the 2022 election runup, Ken Sim initially campaigned to have the Park Board abolished. He won the election for Mayor, with an ABC majority controlling Council, but also with six of the seven Park Board Commissioners elected from ABC. The Park Board elect a new Chair from the seven Commissioners every year.

At the November 27 meeting (with 3 Commissioners absent, Laura Christensen, Angela Haer and Marie-Claire Howard), Brennan Bastyovanszky was elected Chair, and Scott Jensen Vice-Chair for 2024 (with nobody else standing for the position).

Now three of the Commisioners, Brennan Bastyovanszky, Scott Jensen and Laura Christensen have been told they're no longer ABC members because they didn't favour folding up the Park Board. (Justin McElroy at CBC tweeted 'The three were seen as moderates on the board compared to three more conservative ABC commissioners.'), although, despite a message from the Mayor's Chief of Staff saying they're out, McElroy also recently noted "I've been told that ABC Vancouver hasn't booted the three park board commissioners from its team. But they definitely seem to think that's the case."

It's not just a City Council decision to abolish the Park Board, as it requires a change to the Vancouver Charter, so the Provincial Legislature has to make that change. In an interview with The Sun, Sim estimated it might take about six months for that to happen.

There may be more clarity once the Press Conference today is over.

Given that it was clear ABC wanted to abolish the PB even before the election, I'm surprised those three commissioners were surprised or weren't onside. One would have thought support of that policy would have been part of the vetting process.

ABC also ran as a big tent party, uniting all kinds of opinions. I can understand why the more gullible optimistic might be blindsided by it turning into Ken Sim's yes-men clique.

Simply bringing Vancouver governance structure in line with other Canadian cities.

Yeah every other Canadian city seems to have managed to have nice parks without an elected Parks Board. Better to do this now than right before the 2024 election.

Yes... If parks boards are so useful then logically other cities would want one, but they don't.

Sounds like a gong show at the Parks Board meeting last night, according to Vancouver Sun article:

Yes, get rid of it! The way they handled the tent city situation and oppressed the local residents, and how they could not maintain one of the last few Stanley Park attractions: miniature train, should be more than enough for Vancouverites to lose faith in the Park Board. All park facilities are getting from bad to even worse in modern times. So why do we need this failure?

It will be very interesting to see what Eby and the NDP do with Sim's request. ABC has pretty much played along with whatever the NDP has been pushing so far, whether that gets him a hearing for the abolition of the PB reamins to be seen.

COUNCIL MEMBERS’ MOTIONS
2. Amendment to the Vancouver Charter
Motion PDF


"WHEREAS: [blah blah blah]

THEREFORE BE IT RESOLVED:

A. THAT Council formally request that the Province of British Columbia amend or
repeal section 485 of the Vancouver Charter (“VC”) to remove the requirement
for an elected board of commissioners, variously referenced in legislation and
elsewhere as the "Board of Parks and Recreation" and/or "Park Board", including
any and all consequential and/or incidental amendments required to the VC
and/or other related legislation, including that any and all legal obligations of the
Park Board be assumed by the City;

FURTHER THAT the legal capacity to exercise the powers currently bestowed
on the Park Board under the VC, and the authority to enforce those powers, shall
be devolved to and bestowed upon Council, and the delivery of parks and
recreation services shall be administered by the City in accordance with Council
direction;

AND FURTHER THAT, in accordance with the above, Council formally request
that the Province of British Columbia amend the process for revoking and/or
cancelling the designation of areas designated as permanent public parks of the
City under the VC, notably under section 488 of the VC (“Parks in care of
Board”), to a unanimous vote of all Council members, along with provisions for a
public referendum.

B. THAT a Parks and Recreation Transition Working Group (“PRTWG”) (Type D
advisory body) be convened to facilitate the smooth transition of responsibility for
park and recreation services, from the current oversight by an elected Park
Board to the oversight of Council;

FURTHER THAT the PRTWG shall have a time-limited mandate of six (6)
months to coordinate the ongoing engagement and relationships with park and
recreation stakeholders, supported by City staff, and be comprised of the Mayor,
the Mayor’s Chief of Staff, two City Councillors appointed by the Mayor, a current
Park Board Commissioner appointed by the Mayor, and up to six (6) members of
the public appointed by the Mayor, with Terms of Reference for the working
group to be determined by the Mayor in consultation with, and under the
advisement of, the City Manager and the General Manager of Parks and
Recreation."

The Mayor is involved in another controversy. The Vice-chair of the Police Board resigned, citing political interference from the mayor's office.

Makes sense, this could give the MST more influence over the parks.

They want the Province to amend the Vancouver charter to include UNDRIP.

It's a good opportunity for them. They win, Province is ambivalent, City loses (in a power sense... TBD the impact to the general public).

I'm curious about waiting until after the election. If BC United somehow got into power, I can't see them wanting to keep the park board either. I get the sense that the park board is the only group clamouring for its retention.

That said, I never took any poli-sci courses.
