I'd be okay with them closing the circus part altogether if the plan is to reopen the intersection to pedestrians. I'm also open to the idea of having both, because why not continue having that option as well? My thinking is more where does the city find what'll definitely balloon into 100M to repair the circus, along with finding the political capital to snarl traffic for 5 years.

underground is just as important. there's 1000's of people leaving their coats in the office to go for lunch, Shoppers, walking clubs, etc. I bundle up sometimes and walk the Exchange at lunch but doing it indoors is great too. For Jets / Concerts theres also 1000's who park in the various building and dont worry about the outdoors.

I'm 100% for opening and will do everything i can to promote it, but having underground is important as well.

If the reason for Gillingham's change of heart is the cost of repairing things as they currently are, it sounds like the circus might be toast. Agree that having both open is best of both worlds, but money seems to be the deciding factor here.

the city is realy going on about this the wrong way if they guna shut the concoars down that is stupid and short sited fix the roof sighduck they gotta dig it up either way the reason their costs are so high as it includes a bunch of stuff not just the road and roof but underground infrastructure the city has down there and needs to get at either way

I wonder if this closing talk isn’t a way for the city to strong arm the corner owners to contribute to the rebuild costs. It’s in their tenants’ interests to keep the circus in place.

They said the underground is at risk due to a "failing waterproof membrane underneath the P+M road surface".

So I think that needs replacing even if you close the underground. You can't just leave it. So construction closures of P+M are unavoidable in any scenario...

Wouldn't continued water infiltration underground affect the foundations of the multiple skyscrapers along side the intersection? The civies can enlighten us here.

PS: I 100% agree with skywalks. Why they went from skywalks to underground (a 3 grade level change) is beyond me. Stick to 1 level above grade system wide. But it still doesn't address this potential water issue...

Hilarious that this is what it took to open up P&M. This city will always opt for the cheapest solution.

Also, this will be overshadowed by P&M, but let's not forget how outrageous the Upper Fort Garry situation is. The "Friends of Upper Fort Garry" were created by a group of Winnipeg's 0.1% elite to prevent an apartment building overshadowing their clubhouse, with the promise of an interpretive centre on the parking lot, which was to open 7 years ago. There are absolutely no plans for this going forward and their board his dwindled to 5 members.

They were given a conditional use permit to operate the parking lot which expired 5 years ago.
Their last annual report is from 2017.
They do not hold AGMs as required by law.

They are essentially in violation of nearly every term under which they operate and are only able to get away with this because of non-enforcement, apathy, and no political appetite to take on the uber-wealthy. This is something that, with enough popular support, could actually lead to a meaningful development on a prime piece of land downtown. Good for Brian Mayes for calling out this bullshit. Call your councillors.

i wonder what artis, richardson and harvard think of this. i would imagine that they would benefit overall but also have a harder time leasing their basement level retail spaces since they're no longer connected to anything

(or is all the retail under P&M in city-owned property?)
