No. The owner died and his family have done nothing since then.

There was an ad in the weekend Herald saying that this development received an extension approval on their Development Agreement.
They also have a new website up.

A Development-Only permit application was opened for this site in September 2023. It is still in consideration. There is no indication of the proposed building size except for it saying "mixed-use" in the notes.

Has as much percentage as International Place at this point. Always got excited for this to take eyes off the 2 concrete beasts of Horizon Court.

A grade alteration permit was just submitted for this project! Unfortunately the permit has no mention of the building size and the notes refer to another permit that is not in the database.

Maybe a dumb question, but what's the difference between a "grade alteration" and a "development only" permit?

A complete construction permit includes three main pieces:
  • Grade alteration permit - approval to excavate
  • Development permit - certifies complaince with the Land Use By-law
  • Building permit - permission to build

Then you might have some other smaller associated permits like right-of-way permits, etc.

For some projects a developer will get all of them at the same time. Other times they might split them out for various reasons. E.g. you might get grade alteration to start excavation while you're finalizing your detailed construction drawings.

Also, the biggest chunk of fees comes with the building permit, so that often gets put off to avoid having to pay the fees for as long as possible.

The building permit was submitted this week for 27 floors, 216 units at $84 million.
