The issue once you're far enough south to be outside of the view planes, the majority of buildings are low to mid-rise, so council would use one of the following excuses not to approve height;

-Anything tall on Bank St or Elgin St would not approved because it doesn't go with the "main street vibe"
-Anything tall on any other street outside of Bank or Elgin would not be approved because of shadow concerns and because it doesn't fit with the "character of the neighbourhood"

Full-proof way of rejecting height at any location in Ottawa.
