From the tone of the article, opposition is fairly muted, so I'm hoping this gets done quickly.
I haven't seen much information beyond this and a couple articles but have a few questions as to how this will really impact development going forward.

Aren't there bylaws requiring an elevator over a certain height? I was under the impression anything over 3 floors required an elevator.
1) is this in fact the case.
2) how would this impact these new rules allowing up to 4 floors? If an elevator would still be required, then I imagine that would rule out building 4plexes that are 4 stories high as that would be cost prohibitive.

Aren't there bylaws requiring a certain amount of green space as a % of a lot? how will this affect the new rules?

Do these new bylaws remove parking minimums? If not it would be pretty hard to build a 4plex on a 25-50'x100' lot that accommodates 4+ parking spaces.

This is my fear. Houston famously doesn't have any zoning laws, in the strictest sense, but it has a million bylaws specifying setbacks, maximum heights, parking minimums, lot coverage, etc that recapitulate R-1 zoning in all but name.

I've emailed some very similar questions to Planning, Property, and Development and am waiting to hear back from them. No one I've talked to seems to know.

A little off topic but an interesting topic I saw in one of the Saskatoon pages. What do you guys think could be the next city in Manitoba? We've got such a centralized province, it would be nice to see some major growth and development elsewhere. I think my best guesses would be Neepawa based on industrial capacity and it's meteoric growth amongst Filipinos and probably Oakbank, although it's more a suburb these days than a unique town like it used to be. Any ideas?

Looking at wikipedia, looks like a tight race between Niverville and Neepawa. Both are growing pretty fast and have similar populations. I'm not sure what defines a City vs a town exactly.

In Manitoba I believe it's 7500. That's how Flin Flon is considered a city. I always wondered what a new city would look like built with 21st century concepts. It'd be interesting to see what a sustainable city looks like in 2023 and beyond. That said, I doubt we'll find a Paragon of sustainability in Niverville, Neepawa or Oakbank haha. I always had the feeling Souris, Minnedosa and Beausejour have good bones for a nice, small cities.

I would bet that Niverville will be the next "City" due to it's proximity to Winnipeg.

The thing is of all of the contenders, Niverville really doesn't have any "bones" to build around. It is kind of just a bunch of houses and WM Dyck & Sons.

What defines a City? 10k population is the number. It shouldn't vary be region or be another "Made in Manitoba" solution.

I don't see how Flin Flon with 5,000k residents is more of a City than Stonewall, for example. I guess Flin Flon is partly in SK.

Flin Flon had 11,000 people in the 60s, so it may have become a city only to shrink since then. So they probably didn't change it back to a town.

I don't think there's much of a difference between a City and a Town, government wise. They are both responsible for the same level of civic governance. It's just the name.

But for things like villages, who are unincorporated, they are run by the municipality they are within.

Rest in Peace Arlington St Bridge. You were a good ole bridge. I dread to see what comes next. The city really does seem to be getting walloped by infrastructure time bombs lately.
