As per usual, many reasons contributed to this. The first one is that the plan have changed from the original plan in order to make the garage underground and build a park above it. Then there was many engineering issues that were not predicted, among them the fact that the ground where it is build is more brittle than expected and they had to reinforce the structure. Then there was the pandemic and the rising construction costs, plus the decision to make the garage a 100% adapted to electric buses, etc.
It is still too expensive, but at least it will be great. Stay positive :-)
