They say they included more than required parking in response to concerns from Jewelers’ Row neighbors. It will be all private valet parking, located above ground within the second through fourth floors and accessed via a ramp from a motor/residential court on 7th St. It was also emphasized that this design is preliminary and a more complete one will be presented at another WSWCA zoning meeting, tentatively November 28th.

This will probably consist of rental apartments, but Jim Pearlstein indicated that could change, depending on the market as they move forward.

Also, this is scheduled for ZBA on February 21st; they plan to present to Civic Design Review in probably December or January.

If I could ignore the tragic loss of historic buildings, this would be an alright proposal.

Ugh. Is there some reason they can't put parking below ground?

I don't mind the parking. This is a very nice area of the city and parking is a massive asset. If this tower was in Boston or Chicago, people would want parking as well and they have much better public transit options. Until Septa and the city can clean up the El, you really can't blame developers for adding parking. It's a shame Toll demolished the buildings but this needs to get built ASAP, this block looks terrible with this trash filled hole. Chestnut desperately needs these residents too, that stretch was hit hard by Covid with Las Vegas Lounge, Jones and Azteca.

Proximity to adjacent historic buildings is one factor they cited, and the small footprint of the site. By the way, I’ve edited my earlier comment. By the way, the above-ground parking is the reason they need the variance for exceeding Floor Area Ratio. While underground parking levels don’t count toward FAR in the zoning code, above ground parking DOES count in FAR. Additionally, above ground parking requires a ‘special exception’ (similar to a variance, but doesn’t require the developer to demonstrate a hardship).

Yeah, there were a lot of tough closures due to covid. The new High Street looks awesome though. Hopefully that will spark some action. Although, aren't they building a whole new building where Jones/Vegas were?

It likely all comes back to money, and what is/isn't financially feasible in 2023.

Very flimsy, especially when it requires an exception to built it above ground.

Always appreciate your details, Jayfar. I took the time to watch the meeting and even for a preliminary plan it looked half-baked. The parking plans were a complete mess. Document illustrates a parking floor with 28 spots (and both up and down ramps) and notes there will be 80 total spots. Someone asks if it will be 50 as the developer claims or 80 as shown on the doc. The answer is "50." No explanation at all. I wish someone would have pushed for clarification. If you can hit 28 cars on one floor with both ramps you obviously don't need three parking levels.

In addition to that it is pretty clear that the ramp won't clear the loading area as designed, which means the whole first floor won't work as designed.

And, yeah, they are requesting an exemption to the FAR limit only so that they can request a second exemption from the above ground parking restriction. Bold move. Hope it gets shot down. I understand interest rates are high, but we're talking about a luxury apartment building with park views. If you want to include parking put it below the ground. Above ground parking is a street killer and should not exist in CC outside of flood zones.

Personally I'd grant the FAR request but not the parking. Add second floor retail/amenities and another floor of apartments. Tower renderings look good even if you subtract the greenery that virtually never shows up in the final product.

The parking ‘special exception’ is actually an easier lift at ZBA. A special exception differs from a variance in that a variance requires the applicant to demonstrate a hardship in order to prevail, while a special exception puts the burden on any objecting neighbors to show a harm in granting the exception.

I don't want to jinx it, but every time we get a conceptual rendering w/ trees up high, it never comes out that way. Still a great looking tower on a nice block for it
