So looks like the site will be a complete demolition. Disappointing but not surprising.

I was hoping that the development would include a nice pedestrian bridge connection from the fields park to the river walkway. That would be a great addition to improve flow and utility. Its pretty clunky connection right now.

The concept of a pedestrian crossing from the Fields Park to the Centennial Mills site was in the master plan created by the landscape firm of Peter Walker twenty years ago:

It still could be realized if the City foots the bill. However if the City is serious about implementing the park master plan, it should require the planning of the riverfront site, obviously with the historic but decrepit mill building removed, to make a place for the pedestrian crossing to lead to a new riverfront walkway that the developer must build. I would suggest that now is the time for us, the interested public, to weigh in as the Design Commission starts reviewing the developer's plan. We should urge the City to require the Mill site development plan to have a proposed pedestrian crossing accommodated.

Is this stating that only the southeast section of the property cannot support a structure above 75' due to the installation of PacifiCorp's Willamette cable crossing - and the width of this easement is 29'?

I haven't read through this carefully, but while the easement is only 29' wide, its location on the site would likely make it very difficult to development a high-rise where the former stables are located.

Tried to overlay the easement diagram on a map so you can see where it lies. Seems like it's just in the area of the horse track, not where the stables are now.

Maybe I misunderstood which building was the stables... I meant the open air structure closest to Waterfront Pearl.

Yeah, there's that training area, then an enclosed stables building, and then the flour mill. I'm hoping there's still plenty of room to build. I live next door so I've been eagerly awaiting plans and such.

I'm a little curious where else that line goes. The image link above shows it going through the Fields park....So maybe it goes under Pettygrove street and that's why the line isn't an issue for other construction in the area?

I wonder what causes the 75' limit (high rise)? DDA quotes the building code, but that looks like they added it to define "high rise", and doesn't really state the reason for the height limit. I really can't think of why a height limit even matters....you can always reinforce buried utilities supports and/or locate foundations accordingly to not affect underground utilities. If it's for PacifiCorp future access to the lines, the height of construction would be irrelevant.

I am disappointed that the deteriorating Centennial Mills building will be lost but I am not disappointed that the scale of the proposed buildings is pretty low. The development of this property has long been critical for the completion of the vision for the North Pearl. I believe that landscape architect Peter Walker envisioned a pedestrian bridge from the end of the Fields Park over NW Naito Parkway to the Centennial Mills site because it was to be a destination for many pedestrians coming from the Pearl to reach the riverfront. I hope that this design proposal accommodates that vision for a pedestrian connection over the parkway and has active retail (restaurants & bars) uses planned.

Not to sound like a pessimist, but given Sera is the architect, i doubt we'll see anything above average design-wise.

Disappointed the retail space is restricted to the Naito side. This is a great opportunity to have a riverfront-facing restaurant or two.

That was my initial impression, but given there's a large restaurant space at the Sutton next door which still doesn't have a tenant, I'm guessing there's some trepidation there.

The restaurant in the Waterfront Pearl (Poke Maki) also seems pretty empty every time I go by, so I'm wondering if there's just not enough people in the area/reason to go yet to support more.

It feels like there's quite a lot of empty retail in this part of the Pearl.
