Let's hope the cabinet shuffle doesn't quash plans for 24 Sussex Drive
The sad, long-running saga of the prime minister's official residence must end soon. The last minister in charge of the file promised a proposal by this fall.

Will late July’s Liberal cabinet shuffle mean yet another delay in the long, sad story of the Official Residence of the Prime Minister of Canada?

Prime Minister Justin Trudeau’s new cabinet included a new minister for the Public Services and Procurement Canada (PSPC) portfolio, which is currently responsible under the National Capital Act for the National Capital Commission, custodian of 24 Sussex Drive since 1987. Jean-Yves Duclos has replaced Helena Jaczek as minister.

On May 29, Jaczek announced that a plan for the future of 24 Sussex would be delivered “by fall.” The change of minister may delay that promise.

Like a television sitcom in dire need of cancellation, the decades-long saga of 24 Sussex needs to come to an end. Canadians are tired of hearing the same tale of uncertainty and neglect regurgitated every time a new report becomes available to the news media — reminding the world that Canada can’t afford to maintain a 12,000 sq.-ft. building.

The media reports also contain lurid details such as the discovery of dead rodents in the walls, the millions needed to deal with fire hazards and so on. Even international media such as The Guardian are fascinated by the neglect of 24 Sussex.

All this reporting, based only on partial information, stokes negative public opinion about what is arguably the most important house in Canada, and a national treasure.

As the 2008 auditor general’s report put it, “The official residences are more than just housing for Canada’s top political leaders; they are part of Canada’s heritage, and as such, they belong to all Canadians. They contribute to Canada’s positive image abroad and are often a source of pride for Canadians who visit them.”

So Duclos needs to reassure Canadians that an actual plan for the property will be delivered this fall, as promised by his predecessor.

The government also needs to clarify the estimated costs associated with 24 Sussex.

For instance, the number reported by the NCC in 2021, $36.64 million, is for “deferred maintenance.”

But a 2017 report by Turner & Townsend (T&T), “Final Report — Cost Assurance and Benchmarking Exercise — 24 Sussex Drive” identified a wide range of contingencies, cost allowances, escalations, and 4,000 sq. ft. of additional space as part of that number. This suggests that the $36.64 million so widely reported by the media includes a lot more than simply “deferred maintenance” on the main residence. The new space, for instance, relates broadly to hosting, kitchen expansion, new office areas, etc.

The T&T report stated that its review was based upon third-party drawings, specifications and cost estimates produced in 2009 for the purpose of issuing a public tender for construction work. Perhaps the victim of fragile political optics during a minority government term, no tender was issued at the time.

In 2008, the cost of needed “renovations” was reported to be $10 million. Further, it was reported earlier this year that remedial work currently in progress at 24 Sussex will cost $4.3 million.

With the cabinet shuffle comes an opportunity for government to review the 24 Sussex file and explain to Canadians exactly what is included in the cost estimate, how it grew from $10 million to almost $37 million in 15 years, and what the current number is — both after remedial work is completed and for any additional plans.

Hopefully, Minister Duclos will stand by Jaczek’s previous commitment.

One of the lots under consideration is in Rockcliffe Park, an idyllic spot along the Ottawa River that regularly hosts picnics and weddings, sources said.

The park has a secondary parking lot, surrounded by woods, in a less frequented area. It's also farther from the road and from the Ottawa River than 24 Sussex — factors which make it a preferred option among security experts, sources said.
Maybe here somewhere?

I've got to go with them on this one. Really, the only place that we can build this is in the middle of a beautiful park on the river? Come on.

The other couple hundred of kilometres of beautiful riverside parks in the city aren't enough? This spot is perfect for one of the most important buildings in Canada, and it's right across from Rideau Hall. The part of the park they want to build in is a barren barely used field, some trees, and a parking lot.

I wonder if, in return, they could bulldoze the current house and turn the current location into a publicly accessible park/garden/lookout. Could help take the sting out.

It would be cool if Douglas Cardinal and Moshe Safdie pitched designs for the new residence. They are 89 and 85 now, so it could even end up the final work of either of (arguably) the two most iconic living Canadian architects.

It's obviously bureaucratic jujitsu. Oh nobody wants those sites well I guess we need a high wall and $100 million dollars at 24 Sussex. The house is already much further from the street than many key buildings so seems like a bogus claim.

You think that taking away the the proposed site (red) for the new house will sting enough that the old house (purple) becoming a park would be compensation? Not enough existing publicly accessible greenspace in the area (green)?

Yeah, it's really strange that 24 Sussex is considered a security risk or "too small".

Too easy to hit with an RPG fired from the street or from the river.

PM's residence at 24 Sussex may be replaced rather than restored: Feds

Canadian Press
Published Aug 29, 2023 • 2 minute read

OTTAWA — The prime minister’s problem-plagued official residence could be replaced instead of restored, though the government says its plans are not complete.

A spokesperson for Procurement Minister Jean-Yves Duclos said building a new residence is among the options being considered as the department comes up with a plan for the future of 24 Sussex, but any conversations about that are at very early stages.

The minister’s office said it is working with the National Capital Commission to develop a plan that it aims to release soon.

The historic house overlooking the Ottawa River is in dire need of repairs for everything from electrical work to windows, doors and the roof.

A 2021 report estimated it would cost at least $36.6 million just to complete the deferred maintenance on the main residence, which was built in 1868. Bringing it up to code would likely cost millions more.

A report last summer found the walls, attic and basement of the 34-room mansion were full of rodent carcasses and feces, which caused air quality issues that were partly responsible for the shutdown of the residence last fall.

The report said that water damage, flaking walls, rusting pipes and electrical issues also make the property a fire hazard.

Prime Minister Justin Trudeau and his family never moved into the building, opting instead to live at nearby Rideau Cottage when he was first elected in 2015.

Conservative Leader Pierre Poilievre told reporters Tuesday that refurbishing or replacing the official residence would not be important to him if he was in government.

“Of my list of priorities, this will probably be the last,” he said at a press conference in Oshawa, Ont.

Poilievre, who lives at Stornoway, the official residence of the Opposition leader, said the prime minister’s residence should be “a very basic, secure place” to live.

“I think they should be reasonable and practical, to provide for the ability to receive dignitaries … and most important of all, have security,” he said.

The building at 24 Sussex includes a state area where foreign dignitaries are received and a separate, private living area.

The NCC is legislated to oversee the grounds. A dozen prime ministers lived there between 1951 to 2015, including Pierre Elliott Trudeau.

I don’t see how the park site is better than Rideau Cottage. It is easy to secure in an unobtrusive way. They could add an outbuilding with a commercial kitchen and secure communications facility and it is pretty much good to go.

Count me in this camp. That park where the gazebo is is the worst possible location as a public outcome for the PM residence, in my opinion.

The Rockcliffe Pavillion (gazebo) is hiding under the word "Rockeries" in the image above, 300m to the northeast of the parking lot in question. That's the most-used portion of the park and wouldn't be affected (I assume).

Not opulent enough is my guess. If we really think about it though, I think Rideau Cottage has an advantage by being "modest" as it gives the impressions that Canada's PM is living in a relatively average, every-man house.
