Taller Development Approved at Jersey City Unleashed Site

A proposal to revitalize a former pet spa near the Holland Tunnel feeder roads will now be a bit higher as officials greenlit revamped plans that will add more retail space to the neighborhood.

Jersey City’s Planning Board initially approved plans to revitalize the former home of Jersey City Unleashed about a year ago. The properties, spanning 619 Marin Boulevard, 173-183 Sixteenth Street, and 180 Fifteenth Street, were purchased by Pegasus Partners back in 2019.

The board approved changes to the application late this summer that will now allow two towers rising 17 stories and 169 feet tall each.
The changes were mostly due to the elimination of an automated parking garage included in the past plan in favor of a standard facility.

The residential component skews a bit smaller, breaking down as 176 studios, 309 one-bedrooms, 80 two-bedrooms, and 48 three-bedroom units. An increase to 239 parking spaces in a garage are included in the new plan, as is space for 311 bicycles.

The façade of the development has also been changed a bit per new renderings released of the project. Two smaller existing buildings along Fifteenth Street not included in the plan are slated to remain following the approvals.

The development still hopes to liven up the pedestrian experience along the street a bit and on a bigger scale than previously proposed. A total of 11,803 square feet of retail will be split between two storefronts at the project.

Furthermore, Chris Lamm, the JSQCA’s vice president and chairman of its Construction and Planning Committee, said there is a preliminary proposal for the redevelopment of the former Muller Pasta factory along Baldwin Avenue.

This proposed development would create more than 2,400 new units.

“This property would be exempt if the City Council adopts the narrow version of the proposal. That represents a potential loss of 250 to 300 affordable housing units,” said Lamm, a resident of the Hilltop area.

Old proposal:
The developer, Argent Ventures, wants to build 980 units on the 5.2-acre site, located less than half a mile from the Journal Square PATH station.


980 to 2,400 or more. Not bad

There is a couple new towers proposes. One for the empty lot on Morgan Street and twin towers at One Journal Square. I think the Morgan one is 38 floors and the Journal Square ones are 28 each.

Ok, some updates:

1) There is movement on Urby II & III (or whatever its been rebranded as). It may now include a hotel.

2) 95 CHRISTOPHER COLUMBUS DR - adaptive reuse to residential on the upper floors

3) 597 MARIN BLVD - Seventeen (17) story mixed use building containing 378 dwelling units, 407 hotel rooms, approximately 3,712 sq. ft. of retail space and other site improvements.

4) 8 Lott St - Forty-seven (47) story mixed use tower consisting of 1141 dwelling units, hotel containing 15 rooms, 3,921 sq. ft. of ground floor retail and other site improvements.

Project: 359 Johnston Avenue

During their June 24 meeting, Jersey City’s Planning Board unanimously approved an application for 359 Johnston Avenue. The project additionally includes properties at 409-411 Pacific Avenue, meaning the development would rise at the intersection at the corner where those roads meet.

A company registered in Monsey, New York, owns both properties. They currently house a pair of two-story homes and a surface parking lot. The total lot size of the project is 7,500 square feet, or about 0.17 acres.

I spied on NY YIMBY forums that 2973 Kennedy is growing into the next big Journal Square tower. This one has been around for awhile and the original proposal had no parking, before everyone else started to do it.

Jersey City Advances Two-Tower, 1,000-Unit Plan at 660 Grove Street

During their October 7 meeting, Jersey City’s Planning Board granted Preliminary Site Approval to a project at 660 Grove Street. The 81,759 square foot property currently consists of a one-story warehouse, which would be torn down under the proposal.

The land is owned by Pegasus Partners, who are behind a separate two-tower development at 619 Marin Boulevard where demolition and construction work has already begun.

Their latest project falls within the High-Rise District of the Jersey Avenue Light Rail Redevelopment Plan on a lot with frontages on Grove Street to the west, 18th Street to the south, and the trackage for the Hudson Bergen Light Rail acting as its northeastern boundary.

Designed by MHS Architects, the project would consist of a two-phased development consisting of two towers on a four-story base. Both high-rises would top out at 17 stories and 169 feet in height, with phase one of the project including the base.

The totals of the project are ambitious, including 1,000 residential units plus 11,947 square feet of retail and 350 parking spaces. Phase one would boast 542 dwelling units, with 81 set aside as affordable housing.

The second portion would feature the remaining 458 dwelling units with 69 set aside as affordable housing. The breakdown of the combined units in both building skews smaller, consisting of 528 studios, 240 one-bedrooms, 171 two-bedrooms, and 61 three-bedroom units.

Jersey City hospital could be replaced by apartments

The owners of Heights University Hospital are requesting approval from Jersey City officials to build a new hospital adjacent to the current one and pair it with residential development.

Otherwise, Hudson Regional Health “must proceed forward with alternative proposals for the land,” wrote Hudson Regional Health Chief Executive Officer and President Dr. Nizar Kifaieh in an Oct. 13 letter to the Division of City Planning.

One of the alternative uses for the site involves building a pair of 10-story residential buildings with more than 2,200 total units. The concept plan was created by MHS Architecture, a firm based in Hoboken. It’s preliminary and has not been formally submitted to the city as of Thursday.

Simultaneously, Heights University Hospital has begun downsizing and winding down services. On Oct. 14, the hospital submitted a Certificate of Need application to the New Jersey Department of Health requesting a staged hospital closure, according to a letter from the state health department.

This one is very interesting. It's all senior housing, which is important because the zoning code allows it to be built as-of-right. Even though this has caused uproar in the heights, there is nothing the city can do legally to stop it. Knowing this, the hospital is trying to use this as a negotiation factor. I think the politicals will end up breaking the law to satisfy the NIMBYs, and the hospital will win a big court case in response.

Updated Design Revealed for 593 Montgomery Street in Jersey City, New Jersey

New renderings have been revealed for 593 Montgomery Street, an 18-story residential building in the McGinley Square section of Jersey City, New Jersey. Designed by GRO Architects, the 218-foot-tall structure will yield 98 units. Below is a site map outlining how 593 Montgomery Street will surround Jones Hall, a 110-unit senior housing facility built in 1939. The formerly subdivided plot also includes a surface-level parking lot on Cornelison Avenue.

The following renderings offer a closer look at 593 Montgomery Street’s Art Deco-inspired styling, including cast stone bas-reliefs, glass spandrels, wall sconces, dark bronze paneling for the awnings flanking each end of the ground floor, and Cambrian black granite above the doorway. The bulk of the envelope will be composed of precast panels with laid-in brick finish.

Hudson County to Approve $73 Million for Liberty Science Center High School

A stalled plan to bring a state-of-the-art STEM facility to a vacant plot of Jersey City land is slated for a rebirth as funding is finally in place for the ambitious Liberty Science Center High School.

During their October 21 caucus meeting, the Hudson County Board of Commissioners advanced an ordinance to move the high school forward. It authorizes a lease and development agreement with the Hudson County Improvement Authority for the Liberty Science Center High School Project, which is estimated to cost $73 million.

The work is being financed through the issuance of the County Secured Lease Revenue Bonds of the Hudson County Improvement Authority, and the execution of a lease agreement with the Hudson County Schools of Technology.
