Could be legally required so someone doesn't get stuck outside.

You literally cannot be stuck outside as the balconies just go across - there is nothing to step out onto. You would literally have to crawl over the grate and hang onto it lol

I mean it's not the end of the world if they have to reverse them - but yeah, looks kinda funny.

Doesn't necessarily matter is my point. The law might be a technicality where it is required to have an outside handle.

People do the stupidest things. I can see some fool trying exactly what you describe. There's probably a need to have a lock though, so if that fool does not have a key, they will be SOL and likely to need medical attention forthwith.

and yes I guess I can see someone trying it as well.. not that having a handle would necessary help them in that instance..

maybe the handles are for when peter pan visits
