This is a new proposal for The Travis-Tower II site. It's now known (at least temporarily) as 80 Red River. There is an entire thread regarding this tower and Travis-Tower I.

And, no...it will be the second tallest in town (as the clowns at the Statesman proclaim). If built (and completed as designed), 98 Red River, 6XGuad and 4th & Brazos will be taller.
