Well, the City had planned to repave Albert from Saskatchewan Drive to College Avenue way back in 2010 but held off re-doing the 1800 block because of construction of the new 4-story office on Albert @ 11th, and the 1900 block because of construction on Capital Pointe. The plan was to replace curbs and repave those blocks once both projects were built. Perhaps this would explain why the sidewalk/roadway in front of the office building is the unfinished mess that it is.

Also: I have noticed on the backside of this office building that there is a man-door on the 2nd, 3rd and 4th floors that currently lead to nowhere. It appears as if these doors were recently added - possibly for a future fire escape. Careful, that first step is a big one!

Another head shaker: the City (or their contractors) replaced curbs and medians as well as repaved Albert North a few weeks ago, but someone forgot to replace the curb/handicap access ramp they had ripped out at the south-east corner of Albert & 6th Avenue North. They came back weeks later and used asphalt to create a sidewalk and curb while they had used concrete on the other 3 corners of this intersection. Brilliant

Those have been since the beginning. They are for access points for loading building materials.

You get what you pay for. And when the city is obligated to always take the lowest bidder, regardless of the quality of work as long as it meets the purchasing department's arbitrary standard...

I dont want to get into too much detail because you would probably get bored, but here you go.

First you have to understand that the whole section of roadway from the Hillsdale intersection to Broadway was redesigned. This included changing the drainage because of the issues with standing water in several spots.

So last year for the most part the concrete medians and the intersection at Lakeshore were redone. After the concrete crews were done the paving crews came in and began to build up the areas where there were elevation/slope changes. This also filled in the cuts in the road where the new concrete was poured and made those safe for traffic use over the winter.

This year concrete crews came in and redid the outside curb and sidewalk. Paving crews came in when they were done and put down the final layer(s) of asphalt and the job is now completed.

So to make things short and simple. The project was spread out over two years. It was a big job. A lot of concrete was poured and a lot of asphalt was laid.

That intersection and part of Albert heading north of there is being redone next year. I don't think the final plans for that intersection are done yet. Instead of pouring concrete to replace the old stuff only to tear it out next year and re-pour it differently, a crew replaced it with asphalt to make it useable/safe until next year.

It is more cost effective to repave high traffic locations regularly than to let it fall apart. Budgets exist. The citizen's of Regina continue to reject any notion of a tax increase so we remain in this hole.

Wow now you're an apologist for obvious City incompetence. Believe me I have talked to many managers at the City including the ones in charge of this project and their justifications are dubious at best.

Thanks. I realized based on the 1"-2" differential between the concrete meridian and the north bound lane it likely wasn't done last year but why strip both north and southbound lanes and repave - seems like a waste in not doing it all last fall. The pavement strippers (whatever the machine is called) and the 1 yr old pavement they ripped up isn't cheap. Sorry for ragging but the construction delays on broad over the last 4 years have made me apoplectic at times. Good news is I could drive without a lid on my coffee (don't but could).

I have heard, at least for residential streets, that the city will be maintaining newer/repaved sections more frequently than before, so that the roads are kept up and don't fall into the same state of disrepair they were allowed to before. Replacing the top layer of asphalt more often apparently costs less, and lengthens the time until a much more expensive full rebuild of the road is required. At the same time, the city will still continue to repair/rebuild roads that need it, but of course they can only do so much in any given year.

Not sure if the same methodology would apply for arterial roads like Albert and Broad, but I suppose that would make sense as well.

Whoever is responsible for maintaining Wascana Parkway really needs to relocate the swimming pool that forms in the eastbound lane, east of the Grant Road intersection (50.409363, -104.592824), whenever there's a precipitation event.

I don't think they will tell you. You can get the legal description from the property tax page on their website and then do a title search on ISC's website.
