Thanks for the find, TwasBrillig, that's some good investigating. I've taken the liberty of posting the high-res image of the second rendering:

I'm actually glad to see that it's not a plaza, but a landscaped parking area with a blank wall on the pedestal. It practically screams, "reserved for future second tower".
