It's not 400 feet. The elevations show it at 387 feet 8 inches tall. They show the 25th floor being 274 feet 4 inches. Level 25 is the last floor before the setback starts and the tower narrows.

The 28th floor is the first floor that it cracks 300 feet at 306 feet 4 inches.
