Nothing will change until homeless people find a new service HUBS and housing away from the business core. The City keeps building shelters in the core and could easily build them in Blatchford or the Exhibition lands and spread people out across the city instead of the concentration in the core. 50 more police will not do much in the core except help the donut and coffee shops.
