My biggest gripe with Surrey is the road network. It's one thing to sprawl, but it's another thing to build a bunch of cul-de-sacs and dead ends so that everyone is filtered onto one or two main streets.
As for transit, obviously mass transit isn't Surrey's decision alone to make. But if Surrey had a better street grid it would be a lot easier to add bus routes and frequency, let alone provide redundancies for private vehicles when construction shuts down one of the main roads.
