I am not sure what makes it a good through route between Bank and Elgin. Elgin North of Sparks is just the PMO/PCO Complex so there is northing to get people that far North on Elgin. If they want a scenic route the Parliament Grounds offers many scenic options, including along the cliff edge, which I am sure will be quite impressive once the construction is over.
I meant Confederation Square, which is rarely lively.
