The hotel article was your source, not mine. You implied they left the hotels to shoot up for the afternoon, voluntarily; I actually read the
whole article and found out the opposite was true.
You don't need to
open emergency shelters if there's vacancies in the regular ones. Care calling them to find out if they're really half-full? Or
the mayor to ask if she lied yesterday?
