If hydro will service them at a reasonable cost. And even then, if they have the land available (more to it than just the dispenser).
Given potential cost, I bet gas stations will pay the fine until they are sold for redevelopment.
As for parking lots, where they aren't a temporary use that needs to be renewed (at risk of being shut down eventually if they don't comply eventually), the fine is so low that I don't know what they are thinking. Maybe it will speed up some installations that were going to happen anyways, but otherwise I think the policy analyst on this one vastly under estimated what the potential penalty needs to be to incentivize.
