I'd expect another 6-5 vote in favour, like with the 2538 Birch tower... then again, Kirby-Yung sometimes votes No and Fry sometimes votes Yes.

Who's he going to upset? 99.99% of the "provincial overreach" crowd is already part of the NIMBY crowd; the rest will still vote him in with a ~20% lead.
